Los Angeles County Law Enforcement First Responder Protocol for Commercially Sexually Exploited Children

Two youth talking to two police officers on the street

Authored by NCYL staff attorneys, Kate Walker and Fiza Quraishi, the Los Angeles County First Responder Protocol is a collaborative approach to identifying commercially sexually exploited children and youth. Rather than treating these victims punitively, the protocol focuses on identifying their needs and connecting them to critical services.
