Reducing Justice-Involvement for Young Children (2022 & 2023)

In an effort to acknowledge the unique mental health challenges for youth and bring Colorado into alignment with current understanding of cognitive capacity for young children, Colorado Rep. Serena Gonzales-Gutierrez (D-Denver) introduced a bill that calls to “Raise the Floor” on the minimum age of juvenile court jurisdiction for children who come in contact with law enforcement.

This bill ends the early criminalization of children by establishing a minimum age for juvenile court prosecution at age 12, the vast majority of which are charged with non-violent crimes and instead offers opportunity to succeed with effective, cost-effective community services.
