This Local Educational Agency Leadership Guide, developed by the National Center for Youth Law and the Los Angeles County Office of Education, is a practical tool to help California school and district leaders strengthen policies, practices, and planning for students experiencing homelessness, in the foster system, or involved in the juvenile justice system. 

The guide provides key questions and checklists to help leaders assess data systems, accountability plans, school stability, graduation pathways, discipline, disability services, student supports, and related policies and practices. Designed for collaborative use by school board members, superintendents, program coordinators, and other LEA leaders, the guide can support ongoing reflection, planning, and monitoring to advance more equitable educational outcomes for students with unique needs.
