Edgar Ibarra Gutierrez

Edgar Ibarra Gutierrez is a Senior Community Policy Associate at the National Center for Youth Law, where he helps lead the organization’s efforts to strengthen the capacity of directly impacted young people and organizations in California to influence youth justice policy and narratives. He works alongside community leaders, youth, and advocates to reimagine approaches to public safety, shift public resources toward healing and opportunity, and support those most impacted by the carceral legal system.

Edgar has more than five years of experience at the intersection of community engagement, cultural healing, and policy advocacy. He has worked with communities impacted by mass incarceration, mentoring youth returning from incarceration, and co-creating narratives that uplift resilience and healing. Edgar earned an M.A. in Professional Communications from the University of San Francisco and a B.A. in Communications from UC Davis.
