Becky Monroe

Becky Monroe is the Senior Director for Education and Civil Rights at NCYL, where she works to protect and advance civil rights for students. This includes creating robust pathways to safeguard student rights in an era of increasing threats to public education and building systems at the state and local level that embed equity protections regardless of federal policy shifts. She works to ensure that every young person experiences a safe, affirming, and inclusive education and to build a stronger infrastructure at every level of government to protect civil rights.
Becky has worked as a civil rights lawyer for almost 25 years, including previous roles as the leader of the U.S. DOJ’s Community Relations Service and as Senior Counsel and Director of Policy and Strategy for the U.S. DOJ’s Civil Rights Division. Becky also worked on civil rights at the White House Domestic Policy Council. She has also served in leadership roles with the California Civil Rights Department, the Leadership Conference on Civil and Human Rights, the Lawyers’ Committee for Civil Rights, Bet Tzedek Legal Services, and the Divided Communities Project at the Moritz College of Law, among others. Becky started her legal career as a law clerk to the Honorable Richard A. Paez of the U.S. Court of Appeals for the Ninth Circuit. She is a graduate of Georgetown University and Yale Law School.
