L.J. v. Donald
NCYL attorney Bill Grimm who was then working for the Legal Aid Bureau in Maryland originally brought this federal class action on behalf of children in Baltimore City’s foster care system in 1984. After the plaintiffs obtained a preliminary injunction in the trial court that was affirmed by the Fourth Circuit in 1988, the parties entered into a comprehensive settlement. In 1991 the consent decree was modified to extend its coverage to foster children living with relatives.
