Jeff D. v. Otter

In 1980, Jeff D., on behalf of a class of approximately 18,000 children with severe emotional and mental disabilities, brought a lawsuit against Idaho’s governor and state officials. The complaint alleged that inadequate care was being provided in violation of state and federal laws and the Idaho and U.S. Constitutions. The plaintiffs sought both injunctive and declaratory relief.
