Connor B. v. Patrick

In April 2010, children in Massachusetts brought suit against the governor and state officials seeking broad relief to change the state’s failing child welfare system. The children alleged violations of their constitutional rights as well as of their rights under the federal Adoption Assistance and Child Welfare Act of 1980. In February 2011, the court certified a class of all children who were in state custody as a result of abuse and neglect, estimated at roughly 8,500 children.
